How do I get natural, tousled waves with NO heat?

i have dirty blonde hair that can be straight or wavy, but i have to style it to get either. it is medium thickness that tends to frizz. I have tried lots of products but they just come out crunchy curls that i cant touch and that dont move. i want natural waves that dry soft and that actually move and that i can run my fingers through! kind of like kristen stewards in the 2 twilight movies (if you watch them). waves that look like you just woke up and didnt even try, but still pretty! haha i know that is a lot to ask of a product…but it would be great if any of you know of one!! it can be any where from a drug store product to a high end salon product…i dont really care. and once again please no curling irons (to much time).

If you use herbal essences tousle me softly mousse with level one flexibility your hair will have a natural wavy look. heres what to do:
step 1: get your hair wet or take a shower
step 2: shake the bottle of mousse and hold it upside down letting an egg sized amount on your hand.
step 3: rub hands together and start scrunching
step 4: apply any more mousse if you’d like to (not too much, then it’ll just be greasy)
step 5: let your hair air dry, since the mousse is only level one flexibility it will be less scrunchy looking.
step 6: apply any anti frizz if hair turns out frizzy (i highly doubt it will though)
step 7: enjoy the beautiful NATURAL curls!

I tryed this during the summer and recieved millions of compliments. I’m sure you’ll get a lot too!
To check the level of flexibility on the purple mousse container it should have 3 numbers (123) and there should be a circle on 1 for level one flexibility.

Also this mousse smells sooooooooooooooooo good! its a violet splash fragrance and smells flowery! lol
